TENDER NOTICE-CUM-TERMS & CONDITIONS FOR SALE OF
PULPWOOD (EUCALYPTUS TERETICORNIS AND EUCALYPTUS CAMALDULENSIS) BY TAMILNADU
FOREST PLANTATION CORPORATION LIMITED.
1.
Notice
is hereby given for the sale of right
to cut collect and remove Eucalyptus tereticornis and Eucalyptus camaldulensis
pulpwood from the plantations of Tamilnadu Forest Plantation Corporation
specified in the Schedule.
2.
The
bid should be for a minimum quantity of 25,000 Tons. The lease is for a period of 6 months from date of execution of
agreement or upto 31.12.2003 whichever is earlier.
3.
In
the case of succesful buyer the Earnest
Money Deposit shall be adjusted towards
the sale amount payable by him. The
successful buyer shall also execute an agreement within 15 days from the date
of receipt of the Confirmation Order.
If he fails to execute the agreement or to furnish the Security Deposit
or to pay the sale amount, the Earnest Money Deposit shall be forfeited.
4.
The
tenderer shall also pay administrative charges @ 5% of the basic rate
(exclusive of taxes),

The bills
for the wood supplied will be prepared and presented to the buyer immediately
after 1000 tonnes of wood are removed.
The buyer will have to pay the value of the wood immediately within 7
days of raising the bills and he shall be allowed to remove the next instalment
of 1000 tonnes only on payment of the value of 1000 tonnes of wood already
removed by him. Failure to pay on the
due date will entail payment of interest @ 1.2% per month or part of a month.
6.
The
successful buyer shall also pay the Sales Tax on the amount of the bid
immediately after the Confirmation of the sale calculated at the rate in force
at the time of Confirmation of the sale.
7.
Intending
buyers may inspect the areas offered for lease before hand. The areas are demarcated on ground and
determined by survey. The intending
buyers shall note that no claim for refund or abatement of lease amount shall
be entertained for any difference in areas or scarcity of produce, poor
stocking, damages due to natural and other causes or delay in confirmation of
lease, execution of agreement or commencement of work. Extension of time even for the removal of
produce felled within the period of lease will not be granted. They may quote their rates, quantity
required and the region from which they would prefer to remove the
pulpwood. They can mention more than
one region in order of preference.
8.
The
other conditions of the lease are as setout in the agreement that will be
executed by the successful buyer and form part of this tender notice.
9.
The
sale is subject to confirmation by the Managing Director and the right to
accept or reject any offer without assigning any reason, is reserved.
10.
The
succesful buyer shall furnish a Security Deposit amount to 15% of the value of
total quantity confirmed on his/her name within 7 days of receipt of
confirmation order.
11.
The
successful buyer shall also execute an agreement within 15 days of receipt of
confirmation order and shall not commence or exercise any right under the lease
until the agreement is executed.
12.
The
quotation with all documents and Earnest Money Deposit shall be addressed to
the Managing Director, Tamilnadu Forest
Plantation Corporation Limited, Trichy-17 duly sealed and superscribed on the
cover as TENDER FOR THE LEASE OF
RIGHT TO CUT, COLLECT AND REMOVE EUCALYPTUS TERETICORNIS AND EUCALYPTUS
CAMALDULENSIS PULPWOOD FROM THE PLANTATIONS OF TAMILNADU FOREST PLANTATION
CORPORATION LIMITED.
13.
The
last date for the receipt of sealed tender shall be on or before 5.00 P.M. on
04.02.2003.
14.
Every
buyer including firms and institutions shall produce, along with the Tender a
solvency certificate issued within the past six months by Tahsildar or Deputy
Tahsildar of the Taluk in which the buyer has property.

every
tender shall be accompanied by (1) Income-tax

The
intending buyer may in lieu of the Solvency Certificate may enclose a Demand draft as a Cash Deposit
equal to the entire sale amount.
17.
Every
intending buyer shall deposit as Earnest Money Deposit a sum equal to 5% of the quoted sale amount in
the form of Demand Draft drawn in favour of the Managing Director on any
nationalised banks payable at Tiruchirapalli.
18.
The
cost of wood in the form of standing trees at site should be quoted on per ton
basis exclusive of all applicable taxes.
19.
Cutting
and billeting of trees specified by the Corporation will be done by the buyer
at his cost.
20.
Transport
of the wood from the coupe site will be undertaken by the buyer at his
cost.
21.
The
buyer should not in the course of cutting Eucalyptus Hybrid trees, damage or
cause damage to any other forest tree specified by the Corporation. The buyer should indemnity the Corporation for
any damage caused to the Corporation properties.
22.
The
Eucalyptus trees felled should be billeted into 1 metre length, debarked and
stacked on the same day into two cubic metre size or the multiplication of
measurement and handed over to the Forester in-charge for Supervision under
proper acknowledgement, for recording the measurement ( 2x1x1 M) 2 M 3 =1.1 M.T. for Eucalyptus tereticornis and One
M.T. for Eucalyptus Camaldulensis.
23.
The
weighment will be made within 7 days from the date of felling from the
TAFCORN weigh bridge.
24.
The
weightment for claiming the bill will be based on the highest of the
following:

Wherever
there is no weigh bridge in the area of operation the stack measurement will be
considered as final for recording weight.
26.
The
removal of wood from the coupe should be effected only after the stacks are
passed by the Regional Manager or his deputies affixing his hammer mark. The removals shall be effected under the
cover of permits issued by the Forester incharge of felling.
27.
The
buyer is not entitled to the top end and peeled barks of Eucalyptus Hybrid,
felled. Similarly he will not be
entitled to the miscellaneous trees occuring within the coupe which the
Corporation will be free to dispose off in whatever manner it chooses. The buyer shall also not be entitled to the
stump and roots of the trees felled.
28.
All
the materials such as lop & top ends which are not transported for use by
the buyer, should be stacked as per the prescribed size and handed over to the
Forester-in-charge.
29.
Only
saw will be used for felling.
30.
Stools
should not be trimmed.
31.
Trees
shall be cut 8 to 12 cm height above the ground level only.
32.
All
wood upto 15 cm and above girth over bark shall be accepted and converted of
pulpwood and removed by the buyer.
33.
Conversion
of felled trees should be done by cross cut saw.
34.
All
other trees, standard marked tree and sample plots should not be felled.
35.
The
buyer should furnish a statement showing the Eucalyptus Hybrid wood removed by
him, every week to the Regional Manager with a copy to the Forest Range Officer
from whose jurisdiction the trees are felled.
36.
The
cutting and transport of the wood should be completed within six months from
the date of agreement or upto
31.12.2003. whiever is earlier.
37.
The
Managing Director shall be at liberty to modify or omit or add any
condition. The modification addition or
omission shall be recorded under the signature of the Managing Director and
embodied in the agreement binding on the buyers and in case of any dispute, the
decision of the Managing Director shall be final.
